Nobody can mint new supply, freeze accounts or change the rules. The check differs by chain, and it is always the first one.
Holders
A spread of wallets that held through the developer exit is the raw material of a takeover. No holders, no community.

The token is tied to something people already talk about. A story that is true and easy to repeat does half the marketing.
Timing

Red flags
Supply
If a handful of linked wallets hold most of the supply, the takeover would only provide exit liquidity for them.
Control
If anyone can still mint, freeze or change the metadata, the community does not own what it is building on.
Money
Anyone asking for a fee, an allocation or wallet access before the work starts is running a different business.
People
If nobody wants to moderate, design, write or raid, there is no community to hand the project to.
